For what usage model?

The air coolers are better for low-load silent operation, worry free long term use and less expensive builds (usually lower cost, not always)

Liquid coolers are better where a high-load machine such as gaming, rendering/encoding etc is desired to be as quiet as possible.

Liquid cooling, given the proper radiator size, liquid flow rate and pump setup have the capacity to cool high-heat items more effectively.
