At least in my area (Northern California), UVerse is slower than cable (Comcast).
As for ping times - it depends who you're pinging.

Depends. are you talking DSL uverse, or fiber uverse.

Connection Types bassed on performance:
Fiber
Coax/Cable
DSL
Satalite (DSL better for ping/latency, Satalite is better for mbps)
ISDN
Dial Up

I have ATT U-Verse, and I have their 18Mbps plan. I can have 2 XBox 360 playing Halo and still stream a movie from nextflix, and I never notice any lag, the only time I have lag is when my router needs to be rebooted. I usually get between 18 and 12 Mbps on my speed tests. Now that might vary in your area.

Unless google fiber is available stick with uverse or comcast. But your pings will not improve. The lines to the house are fiber but their traffic hubs use standard cables. So it only saves you less than 1% of the latency.
