Windows Vista BSOD

Hello my computer runs a 64-Bit Version of Windows Vista. I've been getting a couple BSOD's for the past year every once in a while but it is so bad to the point where it takes my 1-3 hours to turn on my pc (Just like the slow pc's in the old days :p) Whenever I turn it on the windows recovery comes up and its highlighted "Start Windows Normally". When I select that it loads windows to the desktop and after a couple of minutes it either freezes or BSOD's. When I restart it it tries to go into Launch Setup Repair. Then it blue screen and gives me the 0x0000007E. I repeat this process for about 1-3 hours and it eventually turns on. When I got it working today a window popped up with this:

I was wondering if reseting vista to factory settings might work. I don't have any important files on my desktop most of it is on my iPad. I was also thinking of upgrading to Windows 7 but Windows 10 was announced so I might wait for that. My pc is a HP Pavilion Elite m9340f
