If using the factory recovery partition then yes.

so reinstalling a os doesn't delete the partitions?
also is it possible to reinstall a os through a digital copy?

Using Factory Recovery Partition:
This method takes an image of your hard drive, not just a single partition, and restores the entire hard drive. Everything on the drive will be completely overwritten.

Using a OEM or microsoft CD or ISO file:
You can use this and select which partition on your drive you wish to install the OS to. You can overwrite your current OS or by using tools like EadyBCD, you can set it so that you can dual boot two or more OS drives.

What do you mean by digital copy?
If you mean that you downloaded an iso file, then you have two options:
Opiton 1: use a burning program like Nero/Roxio/Ashampoo (Ashampo Burning Studio is a free download) and then extract the files and burn a cd. If you just move the iso or even move the files after using something lke 7zip or winrar to open the iso file, then the cd will not boot. Thus you have to use one of the burning programs listed above to make a bootable cd.
Option 2: Download the Windows 7 USB DVD Tool (download from http://wudt.codeplex.com/ ) and then you can create a bootable usb thumbdrive. You will need to go into your bios and select the flash drive to be 1st bootable. On most BIOS setting the flash drive to the first bootable device wont work, you have to go into your hard disk group and select it to be the first "hard drive" and then select your hard disk group to be the first bootable device. Once installed you will have to set this back to your primary hard drive. Many people do the USB route because it is soo much faster of an install between double-triple read speeds and the flash drive doesnt care where the data is in memory while a cd has to spin forward or backwards.

If you mean something else by a digital copy then an ISO file, please specify.

EDITED:
If not using the recovery partition or say Dell Install CD for Dell computer, then you will need to download the drivers for your computer after you install the OS. If it is an OEM computer (Dell, HP, Lenovo, etc) then you would go to their website and download the drivers. Otherwise you will need to find the motherbaord maker and model number and go to their webstie for any drivers, if you have a dedicated GPU you will need to get video drivers from Nvidia or AMD, and if you have any other pci/pci-e cards installed in your pc you will need those drivers as well (at least if you want them to work).
