Jumping and freezing

i bought a xfx 280x black edition and a new psu
when I open something simple like internet explorer I get severe screen jumping (not a flicker)
sometimes happens on the desktop, but rarely
if I load a game like minecraft the title menus are fine but as soon as I load the game up it freezes.
if I run furmark or valley benchmark it runs fine and stable for a 15 minute test with no overheating (74 degrees max)

I took it back to the shop and they tested it and had no problems. they said it may be the pci2.0 slot that I have it plugged into may be causing a bottleneck and advised me to underclock it until I upgrade MB etc

upon underclocking from 1080mhz and 1550mhz to 1050mhz and 1400mhz everything is running fine here

my question is do you guys think this could be the problem because it seems strange that I would get a bottleneck on a page like this which we are viewing now

p8768v -lx
8gig ddr3 1600 (have tested its ok)
850w psu
i7 2700k
win 7 64 bit
ssd

This sounds more like a driver problem than a bottleneck.

What was your furmark score? Is it comparable to others with 280x cards?

Pretty sure PCIe 2.0 won't bottleneck a 280x.

Try removing the drivers in Safe Mode. Use AMD Cleanup Utility.

Boot to Windows again and install drivers. Go back one version.

oh ye I forgot to mention I tried catalyst 14.4 14.7 and 14.9 without success

and yes my furmark was inline with the others

I'd remove the drivers completely (from my previous post). Start again with 14.7.

its an EVGA 850 G2 also been tested
have also had a 750 psu hooked up to my system to test it but no joy

No problem. Make sure to use the utility to remove the driver. Do not do it from control panel.

itried the 14.7 drivers using the cleanup utility in safemode but it didnt work

I figured it out had to remove drivers and revert back to catalyst 14.2 anything above that causes this problem
