I want to provide extremely good air cooling for my case, do these fans + the fan controller look good? I want to have all of these running on medium-low RPM. Also any critiques you have with other parts would be nice.

I think you are overthinking things... The case you choose is filled with fans so there is really no need to replace them unless they are starting to make noise. Also, the GTX 980 isn't a good spend of money. The 970 is a beast and only sacrifices only about 10% in performance for much less cost. I would just do something like the build below. Dial down the fans as you please (or as noise dictates). Between the water cooler and included case fans, you shouldn't be worrying about heat at all...

Unfortunately this case only features a 200mm fan and a 140mm fan. Also, I will never go back to water cooling after an accident I had with the Corsair H100 (lots of soaked parts) I may simply be biased after that but not only is having air-cooling easy but it is heavily moddable with different configurations and fans.
