Basically I would like a small, cheap device that can run Ubuntu so that I can use it to do some programming on the fly.

I'll just be using it for small programs in Haskell (Hugs), Prolog (SWI), LaTeX, xml and maybe some small java prototypes.

I've been looking at single board computers but from what I have seen it is difficult to source a small LCD screen (4.5"-7") and the ones that are out there are quite expensive. Otherwise something like the hummingboard-i2ex would be ideal.

Does anyone have any suggestions for a device I could use? or perhaps somewhere I could get a cheap LCD (with decent enough resolution for text to be readable)?

Also I live in the UK so suggestions from UK sites are preferred.

You cant install Ubuntu on the RPi. Info here. Also my issue with a single board computer is finding a small portable screen I could hook up to it.

Meh, you could get a RPi version of debian. It is not Ubuntu but it does the job.
What will you do with your device (gaming, programming, word editing, browsing)

EDIT: If you use it for small programs, buy a netbook (any one ) but make sure it has at least 4gb of RAM .
