is my cpu bottlenecking my system

specs
intel core 2 quad q6600 overclocked to 3.2 ghz
Asus r7 260x graphics card
8gb PNY 1333 mhz ram
msi motherboard
arctic freezer 7 pro rev 2 hestsink
EVGA 600B 600W PSU

ok so i know where my problem is. il be playing a game getting a constant 60 fps. then my cpu usage goes to 100% and my gpu usage down to 0% and get extreme lag like 5 fps. then it will stop and then it will start again. i was thinking of upgrading to an amd athlon x4 760k. the question i have is if i can fix it without upgrading, or this is a bottleneck and i need a new mobo and cpu. my windows and all my drivers are u to date as well. please help me fix this problem.

It sounds more like your CPU starts to overheat, throttles itself, and performance tanks. Clean out your fans, heat sinks, and replace thermal grease. C2Q is a fine CPU to pair with an r7 260x.

i found that its my motherboards northbridge. its an msi g41m p33 combo and it overheats then steop sending communication to the gpu until the temps go back down. they say to remove it and put new thermal paste on it. do u think this will work. cause my cpu stays below 40C when im gaming

Yes, also try placing a fan to blow on it (be creative with zip ties, rubber bands, whatever).
