Oblivion Combat Stutter

Inside Oblivion, I noticed that there's stutter every time I swing my sword. However, it's not before or after combat. It's right in the middle of combat, and I can cast spells just fine. However, it's when I begin swinging a sword that I get this 2-3 second stutter, then the game resumes.

Could it be a mod? Here's the list:
'Eagle Eye' Realistic Archery v1.0 Fixed
Academy.esp (Spell mod, not related to swords...)
ActivatedArmor (One of my mods, just allows you to pick up Dremora armor.)
Active_Inventory_Spell (Allows you to go into inventories.)
Adonnays Elven Weaponry (New weapons in game)
AncientTowers (Massive castle home near edge of map, never had problems)
ArcaneVelocity200(Increases spell travelling speed)
All official DLCs, cleaned with Tes4Edit
Enhanced Water v2.0 (SI and Normal, has absolutely nothing to do with combat, but you never know...)
Midas Magic Spells of Aurum (Adds around 200+ spells to the game, all custom)
P1DkeyChain (Reduces inventory clutter by adding all keys into a keychain.
Punk Stevo - Brutal Underground (A new kind of Arena, lootable corpses and customs etc)
qazFingerSnap (Makes you snap your fingers when you cast a spell)
RenGuardOverhaul (Got this after the stutter, so this can't be it)
RingwraithArmor (Adds a new armor to the game)
ShopsRevisited (Another one of my mods on the nexus, revamps and details shops more)
Soolie'sBetterEnchantmentEffects (Makes enchantments look cooler)
Streamline 3.1 (Smooths out game, however doesn't really do much for me as I get 60 fps)
Tyrael Armor (Had this forever, not the problem.)
VA_UniqueKatana (Re-textures the Akaviri Katanas and makes them look better.)
Weapon Expansion Pack (WEP) (Adds dozens of new weapons into the game)

That's all the mods I have installed as of right now. Any help? It's not GPU or CPU, I have:

16 GB RAM
AMD Radeon 6700M Series
2560x1440 Desktop Monitor
Intel(R) Core(TM) i5-2500S 4 Core 2.7GHz Processor
Windows 7 Home Premium (Service Pack #1)

Well within the requirements for Oblivion, so it's not that.

It doesn't seem like thats the issue since he says the game runs just fine as long as he doesn't swing a sword.

It sounds like a mod problem, maybe a conflict or an outdated/bugged one. Luckily its super easy to find out. If I remember correctly Oblivion has a launcher where among clicking on stuff like Play and Settings you can also select "Data Files". Go in there, untick everything except the main game files (note: if you have the DLCs keep them ticked too), launch and try swinging a sword. You can activate the mods again just as easily by doing the opposite. If the problem is indeed gone finding out which mod is the perpetrator is...

Tbh, it's not the issue. If you want I can upload a screenie showing I get 60 FPS outdoors, via console's tdt command. The graphics card is perfectly fine for 1440p on Oblivion, as stated. I run Very High, too...

As I stated, and Karnosiris, it's not the graphics settings since it's just when I swing my sword the first time/occasionally. However, it won't stutter as long as I hit an NPC, so yes, it most likely is a mod.

In fact, I do have several animation replacers, likely the cause.
