Hello all, I've been having this problem for about the past 4-5 months. After Running Revo Uninstall to get rid of a malicious software, the program uninstalled the malicious program, removed al traces also it got rid of the program's Registry, well after getting rid of the malicious program through revo run I restarted my Comp and then the problem began, after rebooting my computer I noticed that when my computer got to the window's login screen that my keyboard and mouse stopped working, all the USB ports were dead.

So I rebooted my computer, ran repairs, restore dates and nothing changed, still the same problem, so I finally pressed F8 and chose "Disable Driver Signature", My USB ports started working again, the problem is, is that I have to run "Diable Driver Signature enforcement" every time to make my USB ports work.

So I was think maybe the Malware may have damaged my drivers after running antivirus and uninstalling it. So I download the Chipset Driver to my Dell XPS 8300 and after installing the Drivers I restarted my comp, and It never gets pass the windows loading logo until it reboots my computer, If I don't press f8 and choose "Last known settings that worked" my computer never boots past Windows loading logo even if I run repairs and restores. I want to fix this issue so I can stop using "Disable Drivers signature enforcement"

Solution
Thats a Windows Re-installation for Sure ! But hey,If at all It Boots up or After a Fresh Re-installation,Try this : Download iObit Driver Booster 2.1 or the Latest version,Make it into PRO (Get the Key from Youtube) and Install It.Now at the First start of it,It will scan for Missing,Damaged,Outdated and Corrupted Drivers and It will get Downloaded and Quietly Installed Automatically. This must fix your Problem. This is a Safer way to Deal with this Problem. Please inform me the Result after doing my Steps.Thanks.
