Shadow of Mordor Lagging

Why is the game lagging? i have it set to lowest graphics and at 1280X720 resolution and my computer should easy be able to handle it the specs are as follows:
Geforce GTX 660 SC
AMD 6200 6 core at 3.8GHZ
16GB ddr3 ram

the game benchmarks 9fps average on lowest settings, all of my drivers are up to date and i dont have any viruses. other games run fine at max graphics and 1080p

Either your CPU is a bottleneck on the GPU Or there is something wrong with the drivers. MOst probably bottleneck.

You have to upgrade your cpu to fix the bottleneck.
And for the drivers just update it. When was the last time you updated your drivers?

i said in my original post that my drivers were up to date... i checked them again and guess what? they still are.
i have read that Shadow of mordor isn't a very cpu extensive game so i dont see how it would be bottlenecked nevertheless I am going to try and overclock and see what that does.

Shadow of mordor is a very highly optimized game for the pc. In saying that, I believe your cpu is the culprit here. This cpu has really poor single core performance. Your GPU is being badly bottlenecked with this cpu.

well i went into the bios and overclocked it to 4ghz with the optimized settings and now it runs on mid/high graphics at 60fps. it builds up heat after a while but i dont play for very long at a time.

So it's now confirmed your cpu was a bottlneck :) 
Does it have a stock cpu cooler or aftermarket?
If it's a stock cooler, I HIGHLY suggest you revert back to stock speeds and get your hands on an aftermarket cooler. Then you can overclock it again. AMD's run very hot, you're going to damage your cpu and throw your money in the bin if you run overclocked with a stock cooler.

Which cooler you're using ?

I have the original cooler but I'm not worried about it because I'm not going over 4.2ghz which is the processors turbo speed

I highly recommend getting a new aftermarket cooler. The stock cooler won't hold for long.

Don't overclock your card with a stock cooler, period.

Well technically I'm not overclocking it I'm just using it's turbo function

I am seeing the same problem with my MSI AMD 280x . Putting it in lower resolution does not solve the lag issue in Ultra HD.
i don't think it is a CPU issue and Cooler problem for that matter.

My specs are:
Intel Q6600 2.4 GHz , no overclocking.
4 GB DRR2 800 Mhz RAM
AMD MSI 280x 3 GB
Driver version: 14.4
I have been running the game at all Ultra seeings except Textures at 1920 X 1200 resolution , and Getting 50 - 60 Average FPS.
My CPU never went above 75 % in these settings, only on running the ULTRA HD pack, It went up to 90% Load . Tried running 14.9 drivers but they were worse in performance. Can any one Let us know if were able to solve this.

You're a bit bottle necked there. Hell, I only run High textures on my i7 950/7970 rig, and I have 8GB RAM.

Your cpu has bottlenecked your gpu and another thing is 4 GB RAM. I recommend you go up to 8 GB RAM.
As for the 14.9 drivers. Possibly fragments of 14.4 must've been there use this and reinstall 14.9.
