Toshiba flash disk 16GB become 3.9GB

Dear All
Please help me, my FD Toshiba 16GB after i format it, the capacity reduce to 4GB. I have tried using diskpart, clean it and repartition, and use disk management, use partition guru, use hiren's boot, use low level format, all of this way show my fd capacity 4GB. any suggestion to me please

You might be formatting in FAT32. Try NTFS, which has a larger partition size. I had the same issue with an 8GB flash, and once changed, it was full size. Hope that helps. Cheers from New Zealand! :)

i have formatted it in NTFS, and the capacity still 4GB, any other solution?
