Cannot install .Net, VCredist or Windows Updates

I've had Windows 8.1 for a little while now and have always had this problem. It is installed fresh on a new box, though not by me.

Trying to install various things (say, a Steam game, among others) I will be prompted to install some version of .Net (2.0 or 3.5) and/or vcredist. Neither of which will work. I do not get errors, the installs simply hang. The same is true if I try to perform a Windows update. No errors, just an endlessly meandering green bar.

I have tried installing .Net by activating it through the Control Panel, as well as downloading the installer and running it in compatibility mode, to no avail.
 
Solution
Had that just happening. What did I do to fix it? I ran Malware bytes Antimalware. That did not find anything. Then I went on and enabled Windows Defender. Then I checked running services and made sure all services are running. Then I set "Check for updates but let me choose which once to install" and then restarted. And then it started checking and got 144 updates. It is some service that not running when it should.

I had this problem with Lap Top. I thought it was virus. Often viruses will block security updates. I noted that it was trying to install Windows Live and had box pop up saying that I already had another version installed, but nothing would download and the box was hiding behind the main window. When you install updates, select individually which updates you want to install, even one at a time. My .Net failed couple of times too. And then in installed.

I'm not really sure what I'm looking at here, but I can see a few things that might be relevant:

I've nothing with Windows Live going on. I also don't have any downloaded updates to install. Hanging occurs when checking for updates, or in the case of VCRedist or .Net, when searching for files.
