No video output after reinstalling Windows

I just attempted to reinstall Windows 7 on my custom PC, and after going through the reinstallation screen for about 30 minutes ("copying files etc..") and completing, the screen went blank. After waiting about 15 minutes, I restarted the computer and no video output. I tried VGA, DVI, and HDMI directly to the motherboard and to the external GPU with no luck, still a blank screen.

That worked, was able to install all drivers I needed with the built in GPU. However, I am unable to get the CPU to recognize that the Radeon r9 280x GPU is connected. Before, I was able to get display from the built in intel graphics while the 280x was powered on and connected to the PCI-E bus. After unplugging the GPU from the board and plugging back in, attempting to reset CMOS, I am unable to get any display from either gpu. Unplugging the 280x fixes this issue and I can still use the built in graphics. What is the issue? I never had issues with the graphics card in my previous install.
 
In most cases, you should have the monitor connected to the onboard graphics. With the power off, install the GPU, then go into BIOS and switch the primary display/GPU from onboard to PCI. Save the settings and reboot. When you get to Windows, it should recognize your new hardware (it may require you to switch the monitor from onboard to GPU). Install the drivers and it should work.

This is essentially what I did, other than when I went into BIOS, PCIE was already set as primary display. Still not recognizing the GPU.
