Is This Ram Usage Normal

Hello,

I have 2x 8GB 1866MHz Corsair Vengeance, i7 4790k and Windows 8 64bit.
When nothing is open about 140MB is being used, but in "total" about 2.3GB is being used, as you can see in the following task manager screenshot.

In addition the clock speed is at 1333MHz but should be at 1866MHz, in BIOS I set to X.M.P mode and it says there that the ram is in fact running at 1866MHz.
What does this mean?
I have to mention that about once a day my computer says "your PC has a problem" and restarts, can this problem be related to the memory issue (if it is even an issue)?



Another not relevant question is why my 4790k runs at 4.3GHz in idle? Is it normal?

Windows 8/8.1 runs at 2.3 GB of RAM usage at idle, that is normal and perfectly fine, and as for why your i7-4790k runs at 4.3GHz at idle is due to turbo boost, which is an automatic overclock assuming the CPU is cool enough

Thanks you very much for the help, I was worrying I have bad memory.
Do you know why the memory is at 1333MHz and not at 1866MHz even though in BIOS it is set to X.M.P mode and shows 1866MHz in BIOS?
And about the "your PC has a problem" following with a restar do you know something about that?

As for the other problems, I am not 100% sure as to why you are seeing the issues that you are, but my knowledge on the topic isn't good enough to give you an answer on the matter
