You start overclocking after Windows and all drivers/OC and monitoring software are installed and prepped.

You want to run benchmarks before your OC so you have a yardstick for OC gains, as well as to ensure everything is running stable in the first place.

Benchmark software, like 3DMark and PCMark have to be bought but free demo versions are available and should be sufficient for basic personal use.

http://www.futuremark.com/support/downloads

3DMark tests your graphics card's abilities, while PCMark tests general performance.

There are also dedicated CPU benchmark software

Apart from those there are stability stress tests software like Furmark for graphics and OCCT/Prime95 for CPU.

You don't have to use all of them.
