Stock AMD cpu, Water-cooled and still 70°c?

Like the title says I have a AMD fx-8320 and I get temps of 70° with the corsair h60 under load
Everything is stock I even turned off turbo mode
When I installed the cooler I remover the original thermalpaste from the cpu.
And when idle he is 40°c

Is it normal or is it a 'bad' cpu or even mobo?
Pls help me :-(

for the h60 you need to run two fans in push pull configuration. try bumping fan speed in bios to 3200rpm turn on cool and quiet also if you can however 70c is not bad under full load. my overclocked apu runs that temp with my big water 2.0 that has push pull fans.
