When does graphic card prices drop from its release dates ,1 year? 2 year? or more years?
Or they wait to drop prices until there is a competition on better graphic card at same price range?

Prices on nVidia's GTX 7xx series are dropping right now ( at least the 780 (Ti) and the 770) as the GTX 9xx series are coming into production and retailers are offloading their 7xx stock. Yes, prices also tend to drop when fierce competition arises. For example, the R9 295x2's price dropped recently by 500$.

Black Friday is a good time for deals. I got my 670 for $200 at that time when it was normally $260 or more. This year, expect to see 780s on sale because the new 900 series outperforms them, so vendors will be looking to drop the old hardware.

Competition is the only time when card prices drop. They could actually go UP in price as availability becomes a problem.

The prices usually drop when new hardware arrives, or one company is forced to lower it's prices when the rival company releases something better. That way they can at least stay competitive on bang for buck if the performance is lacking.

Then there are always surprise sales that happen at random online. Yesterday NCIX had the XFX DD r9 280 on sale for $149.99, which is an awesome price for what you get. Too bad it was a one day only sale. :(
