CPU Temp Gets Lower At Higher Loads

Currently my CPU temp is at about 85c (ranging 75c to 91c). I seem to have a massive overheating issue, something I've been looking into fixing and do intend to fix by reapplying the thermal compound in a few days. A bit annoying and something I've not done before, but it makes sense, I've had this PC for a few years and it's probably time I reapply it.

What doesn't make as much sense to me is that I've noticed when I'm playing some fairly CPU-intensive games my CPU is about 20c lower. Sitting pretty steadily at 66c. When I close the game, it will immediately pop back up to 80c+.

I figured this was due to fan speed going up whenever I started running a game (which it did, took my 1000-1050RPM about 150 higher), but I've since gone into my BIOS and turned off Q-Fan to see what change it would have. I've shot up to about 1900RPM, but my CPU hasn't gotten any cooler ( in fact, I think it may be slightly hotter). But still, when I start running a game, it goes down to 66c.

Maybe I just don't understand something about CPUs, which is entirely possible, I'm not too knowledgeable about my computer, but this doesn't make much sense to me. Why is my CPU getting cooler with a higher load?

My CPU is a Intel Core i5 2320 at 3.00 GHz.

The game I primarily tested this with was Path of Exile, though that probably doesn't matter.

Check is there any background running process that is taking CPU usage so much that overloads it to do more work and then it heats up.
CPU temp should be below 60C and better it should not exceed 70C.
Tell about cooling and fans you are using ...!
