The MoBo should be in an antistatic coating, use that as a base over an anti-static, cool, dry surface, avoid carpets and bathrooms! Tables will do just fine.

No, dont put it on the anti-static bag, the outside is conductive. Put it on the motherboard box (cardboard box)

Top of MoBo box (case) will be just fine, and anti static bag put inside out is NOT conductive.

I'm talking about flipping it inside out for the inside to be the outside. Touching a metal case before starting to build is usually the best option to ground from static fields, OP.
