Fans only spin for a moment when attempting boot; already swapped out PSU and motherboard.

My computer has not been turning on. I was using it fine, and then the next day it would not boot up. The fans would spin for a brief moment, without the system actually booting. Funnily, if I hold down the power button they spin for a couple of seconds before stopping.

So first I reseated every cable, nothing. Then I removed everything except PSU, CPU, and motherboard; nothing. Then I put in a stick of RAM; nothing.

So, I ended up swapping out the PSU; it still wouldn't boot.
Then the motherboard; still nothing.

At this point, I don't see anything that could be broken except the CPU; it seems to be the only thing left after process of elimination. However, I am not an expert and wouldn't know what else could possibly be happening; I don't want to go out and buy a new CPU for no reason.

Thanks for any help, sorry if I'm in the wrong category as this is my first time posting after lurking here for other solutions in the past (and in regards to this issue, although I couldn't find this exact situation).

did you check the RAM and GPU? try single sticks of ram in each slot and if you have onboard GPU try that too....

I just tried this, it still wouldn't boot. At this point the only things in the motherboard are PSU, CPU, and the stick of RAM.
