When turning on computer two white bars appear but still boots in?

Hello there!

So yesterday i turned on the computer, the computer booted in very slowly, then i got a blue screen. The comp restarted, and now two white bars appeared while booting in then blue screen and this repeated forever. Then i decided to power off the computer and boot into safe mode, the screen started having white horizontal lines all around, but i still could manage to select the restart button. After that everything went relatively normal. When i turned on the computer -it used to make 3 beeps thats normal - the 3 beeps were not sounded, but still it booted in without any problems like white lines or stuff like that. But while i was playing LoL, and basically since ive logged in in my user, the computer started being a bit slow, i mean like when i open windows media player it used to take 1.5 seconds now it took 1.8 - 2.1. Ive looked for solutions and they told me to replace the video card, well i did i put it out and put it back in, that seemed to solve the white lines problem. This happened yesterday. Today i came home, turned on the computer, and the two wide white bars appeared again, screen was having white horizontal lines even in safe mode, but i restarted from there again and it disappeared so i dont think it was caused by the video card not being placed in properly.

I have also done my research on this, some people say it is a HDD failure, some say (and even my logic also) that its the GPU and i still have the CPU on my suspicious list.

The HDD and the CPU is the same age, around 8 - 10 years old, the GPU is like 6 - 7 years old.

please help me with this i really want to figure it out! Thank you!
