1. Why?

2. Do you have the Windows 8 install media and license key?

Well...let's back up and see how this came to be.

You don't have the install media? This was a preinstalled PC?

You upgraded to 8.1 through the MS Store?

What is not working? What do you mean "because there is‘t anything opening in WIN 8.1" ?

Reinstall Office.
What is this 'another app' ? Maybe that thing is the problem.

The only way to go back to Win 8 is a full reinstall. There is no magic 'undo'.

Then it would appear something went wrong with your 8.1 upgrade. There is nothing specific in 8.1 that would prevent that stuff from running.

Was this a preinstalled Windows 8, or something you installed?
If you installed, from where?

OK then. Either there is a Recovery partition, invoked by whatever process the manufacturer allows.
or
Contact the manufacturer for a new set of Recovery DVD(s). May cost a little bit of money.

But there is no issue in an Win 8.1 upgrade that would cause all those applications to fail, unless the upgrade itself failed.
I have done the 8 -> 8.1 upgrade more than once. All applications still worked.
