All my usb ports give power but dont recognize anything plugged in

Ok so here is my problem. My friend just gave me his old hp desktop because he got a new one which he has slightly customized. I am slightly familiar with computer hardware but not at all software. So when he gave it to me i installed my 2 hard drives and it started up prefect loading my windows 7 i plugged in his hp mouse and keyboard that came with the pc and everything worked fine for the most part. My vlc player was slightly miss colored and glitchy but no real issues. So i shut the pc down happy to have a new working pc since my pc had died on me about 2 years ago and i havent had once since.

Then the next day i power back on the pc and the boot screen comes up and has a warning saying no mouse connect and no keyboard connected not letting me advance to the windows load up. Luckily the computer had a Ps2 plug in for a keyboard only and i was able to get into bios with an old Ps2 keyboard and turn off the warning to get into windows with just the keyboard. Sorry for such a long story but i am trying to give as much info as possible. Ok so here is my problem now i can get to windows with a Ps2 keyboard but it has no Ps2 mouse connection and the usb ports connected to the motherboard and front of my pc will not recognize any usb items i plug in. When i plug in my usb mouse it lights up for a quick second then the light goes off and when i plug in my external cd drive it gives the cd drive power to open but will not read it at all. Same with my usb and keyboard i plug in. So it seems to be powering items but not recognizing them. I have gone through all the trouble shooting.

I reset bios, all the usb drivers are up to date and working perfectly according to windows, i have uninstalled all usb hubs and restarted the pc, i have tried in safemode and nothing, i have tried with my hard drive not connected, i have installed windows 8.1 now hoping maybe reinstalling windows on the hard drive would help but nothin has. I have unconnected the front usb port from the mother board and hooked it back in and nothing has helped the problem. I have looked online and tried everything i could find with nothing working. I have seen a few people talking about the motherboard dying out. I am not to familiar with motherboards but they seem to be the main functioning part of the computer.

So if anyone has any otter way to help or any suggestions it would be very helpful or if you think it is the motherboard what would you suggest? Is getting a new motherboard worth it or should i just scrap it? How much is a decent motherboard if i need a new one? Any help would be appreciated i have been dealing with this problem from months now and just wanna get the frustration over with. Thanks
