ssd and hdd location

I just installed Windows 8.1 on a new build. I have both ssd and hdd drives. Installed OS on the ssd local Drive (c) location D: is the optical drive. How can I change to get my hdd drive to be location D:

In Disk Management, you should be able to manipulate the drive letters.
Give the CD drive something else first - X.
Change the HDD to D
Change the CD to E.
