Ok,i will start right away.
1. Is it normal to put 280-320euro I7 CPU(like I7 4790K) on some low budget/low end MB for price no higher then 60-70euros(probably H chipsets)? Would there be bottlenecks? And ofcourse ,with no overclocking.
2. If i play a game that requiers 3gb of VRAM and my GPU has only 1gb of VRAM,will it take some aditional system ram to play it? I mean, will those aditional 2gb of VRAM come from system ram?

it is unusual to use a cheap mobo because you cannot OC very well, so any K-series processor doesn't make sense to buy. However, there are no "bottlenecks" associated with cheaper mobo's. The differences are minimal to the extreme, mostly it is the board features you miss out on (usb3, raid, sata port numbers, PCI-E lanes for multi-card solutions etc)

As for the system RAM thing. the frame buffer always resides on the graphics card, the system ram will be used to fill that frame buffer, but it is not like having additional frame buffer in that it is slow as it has to be bussed back and forth over the PCI-E/mem controller etc.

An i7 on H series chipsets - yes, it happens. Not commonly, but then again those that pay the 300+ for the i7 generally aren't too worried about the additional 50 for a non-budget mobo.

No point in the K series i7 though, as the only benefit they have is overclocking ability - so might as well save the few $ and get the non-k one.

The chipset/motherboard is not going to be a bottleneck for the CPU in any meaningful way.

2) no. Ram is not shared between system and on GPU memory. If using integrated graphics - that gets a little more difficult to answer, but any game that needs 3GB of RAM for the GPU is not going to run well on integrated graphics anyways.

If you are not going to overclock ,then buy a normal motherboard like in MSI or asus M series not ROG which are for overclocking. It will be total waste of money to buy an overclocking mobo and didnt do overcloking with it :/
Got for MSI or asus .If not going to overclock ,look for these things in your mobo (sata 6.0GB/s ,Audiochannels ,more than 4 hdd sata ports ,better user interface in BIOS which MSi companies mobo has better )
