Computer slows down every 5-15 seconds after new graphics card?!

Hey, I recently installed a new mobo(asus m5a78l-m usb3) and new graphics card(dual-x r9 270).
Now for the problem, my whole computer slows down whether it be surfing the internet, or playing Runescape or Arma3 it doesn't seem to matter. I don't see anything in task manager that is concerning and I installed all neccessary drivers(also deleted then installed again) I don't know what to do anyone got any suggestions?

This happens every 5-15 seconds at random intervals it seems

Sounds like a heat problem and the system is throttling to protect itself from excess heat.

What are your CPU and GPU temperatures idle and loaded (like when playing games)?

it's at 21 degrees celcius while playing RS and watching a stream, I think I recall like 35 when playing arma 3 earlier how do I reduce this?

Both of those temps are very low. What application are you using to monitor temperatures? If you are not sure, or are doing in your BIOS, download and install hwmonitor (linked below), just the free version.

Install and run in the background. The app will track your system temps. You can actually watch what happens with the temps when the system slows down/speeds up.

Ah, sorry I don't know much about computers yet still or the correct temp for it actually is.

Generally, up to 80+ degrees C is fine. 90C or higher is problematic.

Open software for temps and do what you normally do and when your pc slows down again check the temps right away. What PSU are u using?

AMD FX-Series FX-8120 Zambezi 3.1GHz

most of the changes are happening from the processor slowing down a little bit when it lags

I meant what your power supply (PSU) how many W? 600...500? Maybe you need more power

Any given program makes the CPU increase and making the computer lag, it took me a while to figure that out.
