My brothers PC was completely fine before upgrading his PSU and GPU... We recently upgraded to a BeQuiet 1000 watt PSU (which works fine with his GTX 670...) and a R9 295x2. They work fine.... IF I can get it past post. It takes 3 or 4 attempts to boot it to get it working. Heres a video illustrating the issue:
