Cannot load boot CD properly?

My computer won't load my boot CD. Before we get to that I'll tell you why I'm trying to boot from CD.
I bought a computer knowing it only had 80GB hard drive and my original computer had 1TB. This was SUPPOSED to be an easy switch. But for some reason the new one will NOT load the boot cd so I can format the hard drive to switch it over to the old and put the old in the new. The old always loads the boot CD without an issue so I'm really not understanding why the new will not. I can get it to boot from the CD but all I get is the windows 7 background/colors and no options. Where as if I were to boot the old computer from CD I'd get options and be able to get to the format part which is my goal right now.
SO. First question, I do have to format both hard drives,correct?
Second question, any idea why it won't load the boot CD properly? I get to 'Press any button to boot from CD' it loads, but stops right before it normally gives any options. I can't click a thing I have to do a hard shut off, which kills me to do to something new (well refurbished,but new to me.)
HELP. This was supposed to be an easy swap.
