Boot issues and audio signal problems.

My first issue is that when I turn the computer on it boots for about 2-3 seconds, then shuts off and starts back up again, boots for about a second then shuts off, and then boots up like normal. If I have Bootguard turned on (I think that's what its called), I will get the screen telling me that there were boot issues and giving me me hardware info and the option to go to the BIOS, but no error codes or anything. Otherwise, nothing appears on the screen until the regular Windows loading screen. This issue seemed to start when I installed my R9-280x back around May-June, so I've just tried to avoid shutting it down and just used hibernate as much as possible. I have reseated all of the components and have nothing plugged in to any USB ports except for the dongle for my keyboard and mouse.

My other issue is that when there is no audio, like if nothing is open and my just idling on my desktop or as I'm typing this with nothing else open, my computer and my audio receiver seem to be having a fist fight deciding what signal to use. My receiver flashes between "stereo" and "PCM" constantly. But once I start playing something, whether it be YouTube, a DTS-HD encoded movie, or Bioshock Infinite, the sound is played back in whatever format it is supposed to be at what I'm assuming is the the correct quality, as the receiver is always displaying PCM when something is playing. This is a relatively new issue so I'm not really sure when it started.

    Radeon R9-280x
    Corsair Vengeance Series 8GB DDR3-1600 (PC3-12800)
    1TB Seagate ST1000DM003
    2TB Seagate ST2000DM001
    Rosewill Capstone-550 550W
    Rosewill Challenger case
    Windows 7 64bit
    This runs via HDMI to a Pioneer Elite VSX-51.

All drivers and firmware are up to date.

Bump, because the boot problem has gotten worse. It now shuts and restarts up to 5 times.
