Do 2 NVIDIA video cards running in SLI have to run at the same bandwidth (8x,8x) or (16x,x16x)?

I have two GTX 970 video cards running in SLI on a system that allows for 28 PCI Express Lanes. I thought that I would be able to run 1 card at 16X and the second at 8X but they both are running at 8X according to my BIOS

Does SLI makes both run at the slowest (maximum) speed available?

The tech spec for the motherboard on the manufacturer website says:
28-Lane CPU-
3 x PCIe 3.0/2.0 x16 (x16, x16/x8, x8/x8/x8)

Does this only apply to AMD video cards running in CrossFire?
