Seems alright. I'd try to get a 500W PSU in case you upgrade anything in future. Also, RAM. I'd try to get 1600 CL9 1.5V Kingston typically makes 1.65V and I'm not sure if that'd be best for your system. Lastly, GPU. Try to get a 2GB version. Extra VRAM helps in games.

I really like that above AMD build by sparestuff. It'll play games at High and some Ultra at 1080p. Only thing I'd change is the case. Get one that allows 2 front fans and option of side fan. Other than that, for the price, that build is awesome.

I don't know if newegg ships world wide, but check out some of their open box deals. You can get very good deals on essentially new hardware. I paid 360 us dollars on an fx 6300 pre configured pc and added gtx 750 for under 100$ and they windows already installed. I have no complaints as well. I did end up upgrading to an r9 280x and corsair PSU.

Based on what you listed this is the build:
PCPartPicker part list / Price breakdown by merchant

CPU: AMD Athlon X4 750K 3.4GHz Quad-Core Processor (£51.78 @ CCL Computers)
Motherboard: MSI A78M-E35 Micro ATX FM2+ Motherboard (£32.14 @ Scan.co.uk)
Memory: Kingston Fury Series 4GB (1 x 4GB) DDR3-1866 Memory (£30.66 @ CCL Computers)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive (£37.50 @ Aria PC)
Video Card: Sapphire Radeon R7 260X 2GB Video Card (£92.59 @ Overclockers.co.uk)
Case: Corsair SPEC-01 RED ATX Mid Tower Case (£36.35 @ Aria PC)
Power Supply: Corsair Builder 430W 80+ Bronze Certified ATX Power Supply (£36.79 @ Aria PC)
Total: £317.81

This is a modified build. Make sure to get a 2GB GPU too. Upped the CPU to get a little more out of it. Changed RAM to 1.5V at good price. 500W PSU for any overclocking or upgrading in future. Lastly, changed mobo to slightly newer and more audio ports and USB 3.0

I just read what you will be playing, this should meet your needs. Comes with OS. Just keep in mind that even some of the beefiest rigs fall to planetside 2 when you get in big battles.
http://uk.pcpartpicker.com/p/Bb3m7P Total comes out to 476.48 with everything you need. 23.52 under your max budget, you will be happy with this build for a while. You can spend the extra cash on a mouse and keyboard at your walmart equivalent.

I have a 32 inch vizio razor led that I have used and I didn't notice any input lag. I used it for about 2 weeks before I found a 21 inch hp monitor at a thrift shop, I payed 10 dollars and have been using it ever since.

I assume ShroomX's point is that monitors are better for pc gaming and using. PC monitors are better designed for speed and color reproduction for the pc experience. You can use a tv, but it doesn't look as good and will be slow.
