Internet in dormitory room

Hi, I'm currently a college student, and I'm living in the dorm. My dorm has Ethernet access to every room. I have both a switch and a router, and this is how my internet is set up: Ethernet port in the wall runs to the router, and i have an Ethernet cable connecting my PC to my router. Not using the switch at the moment.

I'm having some quite annoying internet issues, though. Every 10 minutes - hour i get a lag spike lasting 10seconds to 10 minutes+. During this time I have over 600 ping, making online gaming frustrating. My question is my issue related to my internet setup? Do I need a modem or a switch? Today I switched out all the Ethernet cables for new ones but the issue persists.
 
Solution
Well, if you can go:

Wall outlet --> Router --> PC
and
Wall outlet --> PC

and have the same issues, the problem exists either with the college network or with your PC. Check with other gamers in your dorm and see if their systems exhibit the same behavior. If you can take your PC somewhere off-campus and you're still experiencing the issue, then the problem is with your PC. If you can take your PC somewhere off-campus and NOT experience the issue, then the issue is with the college network.

If the problem exists within the college network, your only recourse is to contact your campus IT Support Team and ask for help.

The router is my roommate's, the switch is issued by the college. I tried plugging the Ethernet cable straight from my PC to the outlet in the wall but the problem persists
