Internet lag spikes every few minutes

History of issue:

- About two months ago I was receiving higher than usual ping but what is worse it that it would spike to 300-500 MS every few minutes and lasted for a few minutes.
- What originally fixed this, up until now, was replacing the router with a 3rd party router that we had in the house.
- This fixed this issue for about 2 months but it has returned.

Issue detail:

- Lag spikes that last about 5 minutes, then goes back to slightly higher than usual ping (about +20-30ms) then spikes to 400ms for a few minutes again.
- This happens regardless of how many things I have open that use the network.
- I am connected by LAN and the cable runs from my computer to a network extension which runs directly into the router.
- I seem to be the only one in the house that is receiving this lag.

What I have tried unsuccessfully:
1) replace the cable
2) used a network to usb 3.0 adapter to rule out a motherboard port issue
3) scanned for malware/viruses
4) updated network drivers
5) reformated computer
6) updated BIOS
7) connected the cable directly into the modem and other slots in the router
8) had my roomate verify that he isn't uploading/downloading anything
9) I have installed network monitoring software to check incoming/outgoing packets from all computers on this network. This seems to be normal, though I am not an expert on this.

Specs of hardware:

- windows 8.1 computer (doubt computer specs matter)
- 2Wire modem (I can't check the model given the setup)
- Linksys 310N router
