I have really been questioning what AMD chip to get for my new pc , and still am stuck.

my problem is that i want a cpu clocked at what the 9590 is at , however the 9590 has a lot of bad reviews to do with high temperatures and power usage , i have a h80i i am going to use however it still could get really hot.
people have said go with the 8350 and over clock , chihc i had already though about but i am not that comfortable over clocking since it voids the warranty.
i really dont want to go to intel as well because they are more expensive and also ill need to re download drivers and software's.
Any suggestions guys ?

Do you already have an AM3+ motherboard? If so, which one?
Personally, I would not want a 220W furnace to have to keep cool (not when the Haswells can game better and do it at only 84W). But if you want an opinion about the FX Piledriver processors, I'd stay with the FX-8350 (and OC it). You are going to have to add an aftermarket cooler to the cost of the 9590 even if you don't OC. I'm not a fan boy. I have and like both Intel and AMD machines.

OC'ing a CPU with an unlocked multiplier is safe and easy. But if you are skittish...

im thinking sbout just overclocking it , but it will be my first proper overclock , and im not too educated on overclocking haha, so do you think my h80i would be enough too cool it if i pushed it to about 4.6-4.7ghz at a higher voltage ?

My H60 cools my FX-8350 w/o any struggle. I haven't OC'd it yet, though. I would expect and your H80i to do a fine job. But don't be in a big hurry to raise the vcore. Try to get as much as you can with the multiplier alone. Raise the vcore a tiny bit at a time only when needed. I got my PhII X4 965BE up to 3.9GHz before I had to touch the vcore. Even 4GHz was mostly stable until an hour's run with prime95 finally dropped one core out.
