problem in booting my pc ?

hello i am encountering weird problems with my pc i left my home for 1 week but when i return and tried to start it up and nothing happening then i opened all the thing except the cpu and then reconnect and nothing really happening i have also tried to exchange ram one at a time but same problem i have faced such problem before but sorted it out by exchanging ram but now nothing is happening one more thing i can see green led light on the mother board but nothing happen after pressing power button
so guys plz tell me whats the problem can i sort that out by myself or do i need to go to the technician
my full pc specs are
i3 2120 @ 3.3 ghz
2+4 gb ddr3 twinmos 6 gb
ddr3 ram
sapphire r9 270 2gb ddr5 gpu
corsair 450 vs
asus p8 h61 mlx3 r2.0

depending how old the card is early models (H1/2014) of this card recommended a 600W PSU.

the newer models still recommend a 500W PSU.

so running the card with a 450W PSU could affect the PSU since you are running it at high load
