So the answer is YES, just use FRAPS as a guide when tweaking the various settings to achieve your target frame rate.

Recommended target FPS:

1) 40FPS average (or higher) with VSYNC OFF
- drawback is screen tearing

2) 60FPS average with Dynamic VSYNC ON (forced via RadeonPro)
- tweak settings to maintain 60FPS though that may be difficult
- will automatically force VSYNC OFF if you can't output 60FPS to monitor

Examples of tweaking settings:
- no more than 1600x900
- 2X AA (no higher likely)
- other settings Low or Medium as appropriate to maintain frame rate target

Update on video:

1) video does not show CPU bottlenecks you'd get in multiplayer with larger maps

2) reason for "memory speed" benefit in video is because GPU (in APU) uses some of your DDR3 memory as video memory. The problem is that even at 1866MHz CAS9 you can have a memory bottleneck so the GPU is waiting because the memory is slightly too slow

3) A dedicated card would use its own video memory.

4) Note specifically how going to 1280x720 at end of video raises the frame rate. So again I suggest 1600x900
