The GTX 970shortage shouldn't last much longer. Is there a reason your in such a rush?

i think you should just wait for 970 back in stock. also 970 have more VRAM than 780. unless you're going for 6GB version.

Stock is out due to more demand than production/distribution of GPUs. This is only a short term shortage. For your question on SLI, SLI of 970 will beat the SLI of 780.

For 970 don't grab EVGA. Consider MSI GeForce GTX 970 Gaming OC with TwinFrozr V cooler as this card has reached 1500MHz+ just on air cooling.

Wait for 970. Don't go for 780 now.

For that you would have to wait or you can use NZXT Kraken series coolers. But you can wait for EKWB to release their supported blocks for this card.

As for how long the shortage will last, I'd wager no more then 4 more months. Although to be fair your guess would be as good as mine.
