windows failed to start due to new hardware software change

Bought a new video card and PSU and installed them. Got the error so I put the old ones back in and it won't go away. Ran the recovery tool and said it couldn't find anything but I still can't get past it. How do I get rid of it and how can I put my new PSU and GPU in without getting this?

First install Ubuntu to back up important files on a USB stick or whatever external storage device you have.
Then re-install Windows.

Sigh. I was hoping it wouldn't come to that. I am audio engineer so I use large 4TB HDD's that won't fit on flash drives so I always buy another hard drive to use as my main so I can still access all my old files. This is the second time that I have been in this same situation with this build. Any idea what is causing this? I can't update anything without it doing this it seems. Would it help if I took my hard drives out before installing new parts?
