8320 + ASRock Extreme3 990fx A) Only boots on 2nd boot everytime B) Overclock not being recognised in windows 7

So i used to have an overclock and my motherboard VRM's used to overheat when testing with prime95 and it used to throttle but ive figured, no game or anything will stress it out that much, and the pc was stable under normal/gaming on bf4 conditions.
So this morning i decided i would stick it on a 4.2ghz clock and see where that took me, so i put it on and took off all of the power saving junk, and turbo core, and rebooted into windows (ive got another problem i need help with but ill get to that last) and i checked the system properties and it still shows 3.4ghz.... so what am i doing wrong? im using OC mode on the board and putting the multiplier upto 4.2ghz and disabling all of the power saving stuff.
Am i missing something? as it used to show the clocks as soon as i booted into windows...
Please give me some guidance on this as it would be majorly appreciated.
Also i am on motherboard bios 1.70 which is the latest for my board.
On another note, EVERY single time i go to boot my pc, the first boot always comes up with a black screen and no signs of life so i have to do a hard shut off and then reboot and its fine, but it comes up with a thing that says 'failed to boot into windows multiple times windows will boot in 10 seconds' and then it takes me to a screen that says windows is corrupt (this happened long before the other) and it says windows setup or windows 7 and if i press windows 7 it boots as per usual...
What confuses me is that it says all of this corrupt stuff and then boots as per usual...
If you have an answer to either one please help me out

You're missing out on a good MoBo, this particular MoBo is just not fit for FX 8, wonder how you even got it stable w/o undervolting. Do not try OCing on it, for the sake of your chip, even if you put a back on VRMs to cool it, the power phases can not take a 125W TDP CPU. Replace the MoBo ASAP, all your current issues will subside.

Yep, superb MoBo, great VRMs and thermals, awesome OCer, 4.5GHz should be easy

think i will grab it then and sell this one on, i know noone on here has too much praise for the extreme3 haha
