PSU test failed?

Hello, I've read that this hardly is the most accurate test for the PSU, but still this results maybe a sign that my PSU is failing:
Voltage 0 0.94 Volts [0x3B] (CPU VCORE)
Voltage 1 1.57 Volts [0x62] (VIN1)
Voltage 2 3.30 Volts [0xCE] (+3.3V)
Voltage 3 4.97 Volts [0xB9] (+5V)
Voltage 4 1.98 Volts [0x1F] (+12V)
Voltage 5 -12.61 Volts [0xC5] (-12V)
Voltage 7 3.63 Volts [0x87] (+5V VCCH)
Voltage 8 3.20 Volts [0xC8] (VBAT)

Looked for it at the PSU tier thread, but I guess is very old (4 years) and unknown model. The reason I tested it, because PC is rebooting itself when I install GPU drivers. My system specs:
Windows 7 Ultimate 64-bit
Intel Core i3-540, 3066 MHz
Motherboard: Gigabyte GA-P55M-UD4
RAM - 4 gb.
GPU - ATI Radeon HD 5850

Check your volatges in bios/uefi. Its saying that you're only getting 1.98V on the 12V rail. If so, I wouldn't think your PC would work at all.

edit - its FSP. The only good FSP PSUs are the Aurum series.

The voltages BIOS shows are normal - around 12.49 volts. Any recommendations? Maybe the results will be more accurate if i install gpu drivers again and run the test that way.

12.49 is too high. I'd get a better PSU - even if the readings were OK. eg Seasonic M12II 520 ($67 at Newegg), XFX 550 or Antec HCG 520M

I just want to be sure that the PSU is the problem, and not the GPU. I rule out software problem, because of the things I did, explained in my other thread - http://www.tomshardware.co.uk/answers/id-2323604/proble....
Unfortunately Newegg is not an option for me, because I live in Bulgaria.

Look for those PSUs where you buy from then.

The PSU is a problem. But it may not be the only one. Your stuff is old. You've had a HDD fail. You only have 4gb ram. Your CPU and motherboard is old.

You got a crappy PSU.
