Low FPS even with Call of Duty 2

I think my pc is very slow. This is an Intel Core2Duo 2.93 Ghz pc with 2gb ram and 500gb hdd. I used to play heavy games such as DMC Devil May Cry w/ expansion, Divinity 2 DKS, LOTR War In The North, Sims 3, CoD2 and some games like Red Alert 3 and NBA 2K14. Now i've been experiencing Low FPS for the heavy games i stated before. I suspect that the cpu fan is already dying on me. I already replaced the auxillary fans with new ones, i even made it two for even airflow. But still can't play DMC like I always do. Sometimes I even experience the BSOD and shutting down was taking so long.

Do i need to change my cpu fan already? If so, i'm thinking of getting a GeminII M4 or a Zalman CNPS8000B or any low profile fan that has a good heat sink pipe.
My hard drive still has a decent space like 200GB more.

Speccy shows that my cpu is 59-65celcius even just typing in a notepad with a media player.

Speccy is crap. If your CPU is getting that hot, bump up your cpu fan rpm, get rid of any CPU overclock and blow your case out with compressed air to get built up dust.

Your CPU should be 40C max at idle and 60C max while gaming.
