Will an Arctic Cooling Alpine 11 GT Rev. 2 28.6 CFM CPU Cooler be better than G3258 's Stock Cooler? I heard that the Stock is great, can get to 4,6GHz with it. I also have a 500W PSU.

Never get Arctic Cooling CPU coolers,they are terrible.
Get a Hyper 212 EVO,it will be great for OCing the 3258.
What MoBo and case do you have? And what is the exact model of your PSU?

Wait. I have a 20$ budget for a Cooler. I also have an integrated PSU (Old case, miht get an aftermarket PSU later).

Nope, I have an old PC with a Stock PSU with 400W and it never failed on me. This PC has 1TB Seagate, G3258, an OC Beast, 8GB of basic 1333MHz RAM, the best GFX for under 100$ (R7 250X costs 99$ where I live), also, D2V is a good MoBo for G3258 OC.
