Windows 7 Shut Down and Admin Issues

Hey, lately i have been having a problem with windows 7 when trying to access something that requires admin privileges. For example, when wanting to change backup settings a click on manage space and it just seems to load forever without doing anything.

Also, when shutting down the system gets stuck on the shutting down message and takes a very long time to actually finish the process.

If anymore information is needed, please ask and i will reply. Thanks for the help :)

1. Are these the only things that respond slow?
-Checking out the Task Manager for CPU usage would be a good start.
2. What things -if any- did you install before this started happening?

Unless there is some High CPU usage, it would seem like the windows has trouble bringing up the UAC (User Account Control).
Try starting up the task manager, and open something that requires elevated permissions, check to see the % usage by the CPU, and which -if any- processes are causing the high usage.

About the long shutdown issue...
It seems as though there are big things active in the background, and the PC won't shutdown until it turn them off properly one by one.
