What to buy to prevent bottle necking.

So yesterday, I made a forum post about issues I was having with my graphics card. They told me my mother board may be locked and that I might have to buy a new one. I would be transferring to amd to intel at this point and right now it's getting pricey. I was told to upgrade to--

Yes, it is perfectly fine and it will prevent bottlenecking. I have seen that processor with a gtx 780ti without bottlenecking.
