FPS Drop on being Idle (Need help please)

Okay so this problem was never there before for me but it started happening at one point and now it is annoying. The thing is that while playing games (at a decent 50-60 fps) if I leave my mouse and keyboard idle , the fps drops to 1-2 fps. However the moment I move my mouse, the fps goes back to normal.
I have tried everything, like making sure my laptop is on high performance and that my cores aren't parked. I even made sure that my display never turns off or the laptop doesn't go to sleep on being idle. But this is still going on. Can someone please tell me how to fix this because I have searched everywhere about this but have barely found any solution to this problem? Any help would be appreciated. Thank you.

My Specs are:

Dell Inspiron 15R n7520 SE
Intel Core i7-3632qm 2.2GHz (turbo boost 3.2Ghz)
Radeon 7730m
8GB Ram

you wanna monitor your hardware temperatures programs like Gpu-z or Real Temp.

The temperature is constant at 55-65 . So I don't think that is a problem though.

How long after it's left on idle does this happen? Happen on all games?

Try to have the game ONLY running, make sure everything in the background is closed.
