You both are noobs!

-Not building an overclocker pc and not using a xeon... ridiculous!
-To buy this case is also silly, half of its price is brand, use antec's stealth cases.
-And an optical drive? Are you still in the friggin' stone age? I haven't used an optical drive in almost 5 years!
-And what would you possibly need a case fan for? You're not overclocking! And most cases come with one preinstalled!

Xeons are not made for gaming.
The Define R4 is one of the best cases around IMO. I don't see why would he change it.
You never know when an optical drive might come in handy.
Case fans for better airflow I assume. But the OP doesn't have to use them.

An i5 4690 would increase minimum FPS by at least 15-20.
+ Ask anyone else on this forum if they'd use a Xeon for gaming. 9/10 answers will be exactly the same. "Xeons are made for servers not gaming. While they can sometimes be used for gaming,I wouldn't do that because I can get an i5 at the price of a Xeon, which will give me more FPS."
