My university offers free pc's for select students. I was planning to get the Acer Veriton M6630G using this service, and then putting an MSI GTX 970 into it. Can someone tell me whether the parts are compatible

I can't tell what kind of motherboard it has exactly, but it has 2 PCIe x16 slots, so you should be fine.

You'd have to upgrade the PSU as well though, 300w is not going to cut it. It's always a gamble if aftermarket PSU's will fit in these prebuilt PC cases. It looks like it'll fit, but just to make sure I'd give Acer a call and ask them if an ATX PSU will fit.

After a bit pf digging it seems the pc has an intel q87 motherboard
Is this good enough?

That'll be fine.
Keep in mind that only one of the PCIe x16 slots will actually run at x16 with that chipset (16 lanes from the CPU), the other one is a glorified PCIe x1 slot (from the chipset). The top one is probably the actual x16 slot.

Which PSU would you guys recommend for this build? I don't need it to be too futureproof since I don't plan on upgrading after this pc.

Make sure an ATX PSU will fit first, you don't want to commit to this plan and find out that you can't replace the PSU without modding the case. Just give Acer a call or send them an email.

That said, pick any 500w+ PSU from Tier 1 or Tier 2 A or B from this list: http://www.tomshardware.co.uk/forum/id-1804779/power-su...
Tier 1 is better than Tier 2 A, Tier 2 A is better than Tier 2 B, etc.

This one for example would do great, for a good price:

Total: $49.99
