FX-6300 already throttling at 58.5C

So after I got a new chassis with much better airflow and some arctic silver 5 thermal paste I decided to try overclocking my cpu some more. The problem is that it starts throttling at 58.5C no matter the voltage or clockspeed. Never had this happen before as my previous overclock was 4.1 GHz/1.25V and temperatures could get to 62C. Now if I run the same overclock CPU speed drops to 1400 MHz at 58.5C and then when it cools down to 53C it returns to 4100 MHz. I suspect my mobo VRMs overheating but I can't understand how they didn't earlier.
Specs: ASrock 970 extreme3 r2.0, fx6300, enermax ets-t40-tb cpu cooler. OS is win 8.1 pro.

Hello fella. over the last two days i have literally achieved a stable 4.4ghz overclock on the FX 6300... Air cooled with the 212 evo and good air cooling at 1.39v.

I achieved this clock by taking manual control of the board and disabling turbo, APM, nice and quiet and changing the LLT to extreme setting. If you disable APM it will stop your board from throttling.

So far I have literally only changed the multiplier and Vcore to achieve this, multiplier at 22.5 with a vcore of 1.345. With LLT set to extreme it will alter the Vcore under load to handle the clock, under load my clock is at 1.39 in CPU-Z.

My temps are 50c max at the CPU core and 61c across the NB after 3-4 hours of Prime95.

I cannot get a stable 4.5 just changing the multiplier. Next step is fiddle with NB Voktage a bit and the FSB. I will let you know how I get along. Providing you take full control of the board I think anything from 4.2-4.4 should be easily achievable

If you don't already have an aftermarket CPU cooler, I would highly recommend it in order to lock this gems potential.

^^^ microsoft hotfixes to unpark cores :)

Windows Server 2008 R2 Service Pack 1 (SP1)" are you sure it'll work on win 8.1?
