Hey,
I recently saw a great deal on a 280 for 170ish dollars. But ever since the release of the new GTX 970, I'm really set on that. The 280 is a MSI and I was planning on getting the Asus STRIX edition of 970. I'd prefer to be on a budget, although the 970's price/performance ratio is great. Should I wait until Black Friday/Holiday Sales to obtain a 970? Do you think there will be a good price drop because my budget is pretty tight for a new GPU.

There will likely be very little, to no price drop on the 970. Items like that dont go on sale, they sell well enough anyway.

As for the cards, the 280 is a nice budget card, but the 970 is an amazingly powerful card. It pulls 30% increased performance over the 280X

Gtx 970 is obviously the better option here its costlier than the r9 280 but the two cards are not comparable the gtx 970 is 15% better than the gtx 780 and the r9 290 and consumes lot less power than the both plus have lots of new features installed by nvidia so if you can manage the gtx 970 it will be much more future proof for upcoming games.

personally i would pick 970 even if it's going a bit more expensive than 280.

970 all the way. I'm very impressed with the fact that a card that outperforms the GTX Titan (original) is only $350.
